Because it's f-cking Neji. The taijutus purist. Even Gai with his 2 nature types is odd, let alone 3/5.

Neji may have had affinity but concentrated on mastering Doujutsu, I don't remember Kaguya ever using any elemental attacks. Gai was confirmed to be capable of using Ninjutsu ever since he summoned his turtle, so that comes off as no surprise. He, like Neji, simply reverted all his time in mastering Taijutsu.
