it's not likely. In the flashback, when they were trying to pair "A" up with someone, the guy talking to the raikage said "this would be easier if 'A' had a real brother" or something to that extent.

so it's safe to presume he has no real brother

He ain't, Raikage did not have a Biological Brother, If A did then he would not need to find one .

I would not Be surprised if Darui is Bee's cousin or Raikages' son or cousin.
