Danzou. As much as I dislike the guy, I have to admit, he is really powerful with all those sharingan in his creepy white arm.
Btw, Tsunade is almost as old as Danzou, if not older. She uses a jutsu to keep herself looking younger.

Danzo was the teammate of Hiruzen (Third Hokage) in the First Shinobi War, which Tsunade must have been really young at the time. So Danzo is most likely older than her xd By 10 years at least xd
