A - Yondaime Raikage. Access to Kumogakure's hiden jutsu reserved for the raikage, Lightning Release Armor. Makes him the fastest ninja in the world. Gives him extreme strength and awesome defense (took a chidori to the suggest with just a little scratch to show for it. this is the same jutsu that was capable of piercing Gaara's sand in part 1).

As awesome as A is, and as much as Danzo cheated to become as strong as he is, this match goes to Danzo for me. Using Izanagi allows Danzo to easily survive the Raikage's taijutsu assault, while Baku summoning + Fuuton: Serial Waves will cut through the raikage's armor like butter.

I guess you are right. Raiton is weak against Wind which it easy for Danzou to win even with Izanagi.

But both Danzou and the Raikage (A) have to activate their Jutsu which takes some time. Even if the Raikage (A) activates his Jutsu before Danzou, Danzou can still buy some time by using his Summoning to force him back.

Thorough reasoning there and I agree with you, add to that wind>lightning and Danzo takes it but I see a lot of people disagreeing with you

yea im sorry but danzo def takes this and he might be my less favorite charactors in the series but he is the strongest wind user we've seen so far and versatile jutsu that are pretty powerful i hate to say but im sure danzo would win

lol^ Wind is strong to lightning.
And Danzo can teleport, to an extent, after he 'dies' while Izunagi is activated.
As I said, just teleport behind A, and use a quick wind jutsu to finish the job.
