Possible, but I don’t think so.

Danzo sort of made a good point when they were about to appoint Kakashi. And so they took that into consideration and changed their minds.

Yeah, it makes alot more sense. If he didn't then they'd be a fool not to pick Kakashi first. I'm not bashing Danzo, but he has the power to manipulate and Kakashi makes more sense as a choice, in my opinion.
