danzo was a violent murderous dictator who brainwashed children to be emotionless slaves, tried to overthrow konoha by working with orochimaru and and didnt the least bit care about anyone but himself. his actions plunged the village into war several times
A destroyed village with no bijuu is an easy target, plus the akatsuki would of been one step closer to their plan. The reason he did nothing was so if things went bad he could protect/controll Naruto/Nine tails to protect them from falling into the wrong hands.

And yes, he had a rivalry with Hiruzen. That doesn't change the fact that he did everything for his village.
Danzo's means was what we we saw in the manga. His ends was Konoha's safety.

You talk as though Danzo was a demon among saints. You know what ninjas do? Murder. You just look at his means, not the ends. Danzo did some dark things, but why did he do it? Not to be selfish, not for his gain, but for Konoha.
everything was for his own selfish gain and lust for power. stealing sharingans? selfish. wanting to be hokage at the cost of thousands of innocent lives? selfish. brainwashing kids? selfish and horrifically immoral.

The reason Danzo let Pein destroy Konoha was because he wanted people to see how Hiruzen's ways were badfir the billage. He was basically saying "These are the results of your faulty choices." The thing about Danzo is, he truly believed his predecessor's ideals would just endanger the village. He wanted to be Hokage so he could replace it with his ideals, which he believed would truly protect Konoha.

Shinobi are very ruthless, but there end goal is to protect there villiage and country. Now Danzo did a lot of amoral things but so did many other Shinobi and he died trying to stop Sasuke and Obito.
