Of course he can but he focused on just one. He has been training for several years how to do it with one hand. And he now succeeded to do the hokage no jutsu (and dont forget thats an s-class jutsu which means its very hard to do it even if you have two hands)

he got the title cause hes the leader of anbu root... thats a powerfull squad in konoha..
and bein a leader doesnt mean he can fight... it means that he can lead a squad...

but u can be right.. i mean... maybe he can fight and use powerfull jutsu..he can also be tobi... we dont know

but my opnion bout it is.. that it doesnt look like he can fight so he probably wont..
