No, Obito can't solo the world. No one can.
What does "Madara" hypothetically stepping out in this situation matter? They'd listen to him either way if they were told he was influencing Pain and he was the true leader of Akatsuki. Wouldn't matter if his name was Madara Uchiha or Ozamatz Buckshank.

Lets not forget Obito was the one who declared war, while Madara was the one who fought it.

Basically this, Obito did next to nothing in the war.

Madara took out 2 divisions, the 5 Kage, all 9 Biju, Two Edo Hokage, Gai and Sasuke and actually accomplished the goal Obito tried to accomplish without him (He did not want to revive him). Once you think about it, he is one of the only villains that has ever accomplished world domination (Even if he was backstabbed after accomplishing it).
