I always thought that if Sasuke had tried to mimic the 4th Raikage, he would have been faster than Naruto. And honestly, Kishi should have went with that, because it doesn't make any sense that someone with a Normal body runs as fast as Naruto. Maybe for Sarada, although I very highly doubt it.

Rock Lee did that in base mode. No one has shown the speed feats of Lee and Gai in 8 gates. You'd see a 1 time blitz from tim to time but nothing on gates level. Show me Sasuke doing something like hidden lotus. Or afternoon Tiger or landing a combo blitz.
