Customs rules vs arena rules

Here are a few rules for custom jutsus;
E Rank Customs~ Must have 500
D Rank Customs~ Must have 750
C Rank Customs~ Must have 1000
B Rank Customs~ Must have 1250
A Rank Customs~ Must have 1500
S Rank Customs~ Must have 1750
You may NOT create your own element until you have 7000 posts, because that is when your considered a legendary ninja basically. So no custom ELEMENTS. You can make a form etc, but no custom elements.

which means the rule for S rank Customs are 1750 posts

but at the same time maderas rules as depicted here:

Genin - E Rank Ninjutsu / Taijutsu / Genjutsu
Chunin - D Rank Ninjutsu / Taijutsu / Genjutsu
Special Jounin - C Rank Ninjutsu / Taijutsu / Genjutsu
Jounin - B Rank Ninjutsu / Taijutsu / Genjutsu
S-Class Ninja - A Rank Ninjutsu / Taijutsu / Genjutsu
Sannin - S Rank Ninjutsu / Taijutsu / Genjutsu
Kage - Forbidden Ninjutsu / Taijutsu / Genjutsu

which states that to get S ranks you must be a Sannin (3,100 Posts)

custom S-rank=1750 posts
arena rules S-rank=3100 posts

I am a bit confused here.
i have a S-rank jutsu which i submitted and got approved, am i able to use it? If it is a custom you created does it mean you need less posts to be able to use it, or are you like just reserving it untill you actually can use it?

there is a argument against madara's rules and pein's... blondie is followin pein's rules..
madara's rules r the new ones

you can submit a S class custom jutsu when u have 1750 posts but u can not use it until u have 3100 posts ^_^

But wasn't the new submit jutsus restarted after
madera put up the new rules.

also i submitted my jutsu after the new rules so lol.

By the way peins rules are better (I don't have to be so afraid of darkblades rigged rinnegan/rinnegan customs cause i could seal them away with gedo mark!)
