The chop hanging rippling fist is a style that was created in relation to that of the Hyuga Clan’s Jyuken, where as they insert chakra into the chakra stream of the target and force close and open the tenketsus in the body of the target. In Chop Hanging Rippling Fist it does the same thing except that it used to attack along the surface of the skin than the actual chakra stream.

As told by the man, I grab the sack filled with useless rocks and proceed to take a seat on the pier nearby. As i took a rock, I simply tossed it along the surface of the water, paying keen attention to the skipping stones. As they broke the surface of the water, creating a short ripple along the surface of te water, it can be seen that...well that the ripples are wild...
a small wave or series of waves on the surface of water, especially as caused by a slight breeze or an object dropping into it.
In the cfs the ripples would be the waves of chakra that is inflicted into the skin of the target's body

Description: For this technique the practitioner will form two hand seals and then slowly assume the basic stance of the Chop-Hanging Fist style. This activates the illusion portion of the technique. The opponent will see the user slowly lower their body, leaving brief after images. Once the stance has been reached the opponent sees the user disappear in a swirl of wind. In reality the user will have been focusing large amounts of chakra to their legs and will burst forwards once the illusion activates, closing distance at high speeds and unleashes a barrage of eight palms strikes in the blink of an eye, never stopping their forwards movement. The strikes and the damage from them will break the opponent out of the genjutsu (should they still be in it) by the time of which the user will have moves past them by about three meters.
-Can be used three times per battle.

Doing as shown after performing teo handseals, I quickly slide my left forward, slowly lowering my stance, and at the same time crossing my hands. I then stretch my right leg back and putting the weight all on my left leg, spreading my arms out to the back of me. Dashing off my let leg, I quickly close the distance between me and the clone, taking my left hand; I channel chakra into it, while your caught in the genjutsu, I disappeared in a swirl of wind, I quickly strike your body in eight random places, the pain being enough to knock you out of the illusion, I quickly appear behind you as I nothing happened dusting myself off

Type: Defense

Description: This technique is used to counter strikes towards the upper torso or head of the practitioner. Using careful chakra control they'll momentarily reinforce the point of impact to minimize damage while allowing their upper body to move with the strike by swaying their hips. They'll then use their hips to convert the momentum of their body and rebound towards the opponent at high speeds while striking out with both palms releasing a ripple through the opponent's body that can encompass their entire torso.
-Can defend A-rank and below taijutsu.
-Can be used three times per battle.
With this technique you allow your opponent to hit you with a taijutsu attack towards your upper body. Go with the flow of their attack and allow your body to sway at the hips, letting your upper body recoil with the force of the blow. Once your upper body has recoiled back, bring it back up while striking up with a double palm strike to your opponent's torso, releasing ripples that spread throughout their torso.

Your description seems off. Your lower body is actually staying still, its your upper body that sways. You get punched in the chest and allow your upper body to go with the punch and lean backwards while keeping your legs still. When your upper body goes as far back as it would, it recoils back at the enemy who you hit with the palm strikes.
