Mkay... my question is pretty simple :)

i've seen high level's like S-class ninjas and higher, making their own jutsus, elements, and even having their own custom psycopathic weapons. I think it's okay, but i must say, i would like one of those cool weapons too, so how do i do that???

You're able to submit custom jutsus any time you want but the rank of your technique depends on your current post rank.
Elements are restricted to a higher level user respectively and custom clans are only allowed to the highest rank - sage.

As Gats said you can submit custom jutsu's from the moment you have an approved bio. However the type and rank of the jutsu depends on your rank and on what you learned.

A genin can't submit S-rank customs as he can't use them. He can only submit E-D rank customs. When your rank increases, you can submit higher rank customs.

If you haven't learned fire, you can't submit fire customs. Logically you need to know an element before you can submit customs for it.

You can only submit 2 custom elements of your own and therefore you need to be of kage-rank.

Every person can only have 1 personal custom weapon, which you post in the same thread as normal custom jutsu's with the same template to get it approved. There are 7 special weapons called the 7 Swords of the Mist, however you can only obtain those by defeating an owner of it.

okay, but how about weapons, i mean swords, maces, you name it.
It varies on the effect on the weapon itself.
For instance, if its just a weapon that doesn't really do much, it can be E-B rank but if it contributes to your element or has a certain ability, its usually a high-level weapon (A-S rank)

Hey love the site but i really do not understand the role playing thing you guys and gals do. Gain a higher rank by posting? Not really a skillful process just only benefits the people who dont have a lot more to do then act post in a forum.

In this thread you can find the most important links to understand our RP system.

There's a reason as why we have a system based on postcount. The system we had before this was based on skill. To advance in rank you had to prove your worth and do some kind of tests. Only if you passed them you could proceed. If you didn't pass them you were stuck and a lot of people got stuck.

In the end RP was completely dead, there was one battle per 2 weeks or so. With that system you create a bottleneck and that bottleneck was completely clogged. You coudn't get through it and people just stopped RPing. So we decided to implement another system based on people's postcount. The RP exploded and it has never been more active, there are a dozen battles fought each day.

I don't think I need to make a drawing of which system is obviously the best in terms of having a large amount of people who have fun and are active in it.
