Kakashi speed blitzed her, and reacted to the fastest version of her. So while he's not faster than her his reactions are comparable to her. That's all that matters.

may i clearify something ?
if kakashi reacted to kaguya’s portal appearing instantly infront of naruto while he was falling and could warp the portal and the bone before the bone was completly out of the portal and before naruto got 1cm closer ,then i can see kakashi react to sasuke’s s/t by activating his intangibility which much easier than using long range kamui since the later needs to look at the target and involves warping after the instant appearing of kamui’s hole
S1: Even w/o PS Sasuke can win. He can throw a kunai near him and swap Kakashi with it and quickly slash Kakashi with enton blade. Tho if Kakashi can react fast enough to go intangible and dodge Sasukes surprise attack then Sasuke cant win in S1 w/o PS.

that is good from you that you admitted that kakashi may can react to sasuke’s s/t and counter it with intangibility ,then sasuke ’s s/t will be in cooldown and kakashi will be able to end him with kamui snipe or kamui teleportation or kamui railki
about s2
i dont see any difference between s1 and s2 except for restricting ps from kakashi too ,which i really think wont make any difference since kakashi doesnt need it in s1
sasuke will try to attack kakashi with his s/t in the begining of the figh (depends on the distance) ’kakashi will most likely react and use his intangibility ,then sasuke’s s/t will be in cooldown and kakashi will be able to beat him with kamui snipe or kamui raiki or teleportation

i really think that kakashi having ps doesnt increase his defense or his offense(most likely )in 1 vs1 fighs
but it will help him if he is fighing big numbers of enemies
about the defense
there is no attack kakashi can counter with ps and cant counter with intangibility but the opposite is right ,there are attacks kakashi can counter with intangibility but can't counter with PS
For example ,kaguya destroyed kakashi's PS with her bones easily but kakashi countered it with intangibility
See ,intangibility is a better defense than PS
Another example ,kakashi can't counter naruto's explosions or jiubi's bombs with PS but he can counter it with intangibility
PS doesn't increase kakashi's defense
and i really think the kamui snipe is better offense than ps
so logically ps doesnt increase kakashi’s power
and that is why i think that there is no difference between s1 and s2 as restricting PS from kakashi in s2 doesn't decrease his defense or his offense

sasuke’s ps wont protect him from kamui snipe or kamui teleportation or kamui railki

If there is enough distance between kakashi's PS and sasuke's PS
Then sasuke can evade it with PS or block it with enton shurukins in the mid way
But if kakash's PS was close to sasuke's PS ,then I don't see sasuke 's PS counter or evade it
It doesn't have to. Since the shurikens automatically activate when they come in contact with something as long as they activate away from hi he's good.
Kakashi wins Scenario 1 while Sasuke takes Scenario 2 and 3, high to extreme diff. Kamui is definitely an overpowered technique, but Sasuke's reflexes and striking speed, Riine teleport, and Kakashi's stamina probably being lower, Sasuke can take it.
Edit: Current Sasuke stomps all 3 scenarios as Kakashi lost his MS.
