Anyway flying Gaara would win this about mid diff. Lee doesn't have what it takes to breach whole defenses, Asakujaku assumtion is his greatest possible fire power and unfortunately for him fire does not work in Gaara's sand as Sasuke could not burn it in part 1 and it resisted enton. Non flying Gaara takes it with higher diff in this area as he has little place for mobility but he eventually overwhelms Lee.

A better matchup would be Gai (no 8th gate) vs Gaara.

Lee is still Lee, he hasn't developed the same sheer base physical power as Gai. It's already been proven that Lee simply isn't strong enough to penetrate Gaara fully. (Insert suggestive emoticon.)
