Kisame with relatively low difficulty. No debating it. Without Kamui and or the full capabilities of Full Kamui, Kakashi is tiers below Kisame. Any large scale Suiton Jutsu from Kisame will give Kakashi immense problems, as his own elemental jutsu aren't on Kisame's scale, and his Raiton, undoubtedly his best element, he can't spam given his stamina problems.

With hiding like a mole he is able to counter every jutsu of kisame.
His stamina isnt that bad, he wont spam raiton when there is no need, he can use beast runner to blitz kisame, after that he is going for his head.

it is impossible to change this location into water, there is already a river flowing next to them.

in his last fight with guy he was only able to use that many sharks cause they were on top of the ocean, in my opinion.
Kakashi is also able to use shadow clones and he is faster than kisame.
His raiton is very usefull against kisames sharks cause it coducts through water.
His beast runner is fast and can blitz kisame before e can use large scale jutsus.

The location doesnt allow an enviroment change, there will be still parts which are free from water.

How will kisame deal wiht kakashis speed or his raiton beast runner, how is kisame avoiding a senario where he has to kill a raiton clone without knowing that he would get paralyzed if he uses close combat to get rid of the clone ?

kakashi lacks the sharingan, he won't speed blitz here not to mention the fact that he overpower gai in cqc since his reaction has greatly decreased. there is a river under the bridge asuma and kurenai fought the akatsuki duo kisame can move the fight there or overflow the bridge. kisame has clones too and can stop kakashi attacks with daikodan. kisame body can absorb chakra too.

Lacking the sharingan doesn't mean that his food speed slows down, he is at the same speed as before and can do the same tai jutsu moves, because his body allowed it and does it still. He can't predict the moves of the opponent anymore, but in exchange he has more chakra and stamina cause the sharingan is no more draining him.

Kakashi also can stay near the parts which are free of water, he knows that deep water gives kisame the advantage.
He can attack on mid range with lightning dog before kisame is able to preform any large scale suiton and in worst case kakashi can go underground to dodge the suitons of kisame.
I doubt kisames skin is like preta path which can easily absorb any jutsu, lightning dog definitive would leave a mark and paralyzes kisame for a short time.
