Elemental clones can only use jutsus of their own element, hence lightning.
They can use taijutsu and I believe they can also use ninjutsu.
When they are hit by the opponent physically they can turn back into their lightning form and shock them.

i memorize all the handseals....
i perform the handseals and focus my raiton chakra, i form the raiton chakra in my right hand, i gather enough until it is visible, i then thrust it towards a tree.

2)it is called Chidori because of the sound of many birds chirping
3)the technique is fatal because it moves at high speeds, when it is thrusted in the oponent they can die...O_O
4)the large amount of chakra required limits the number of times this technique can be performed in a day day

Indeed. Another drawback is the speed at which the attack must be done, combined with the fact that the user must run in a straight line, causes a tunnel vision-like effect for the user. This allows the enemy to easily counter the attack, making it a potentially lethal move for the user. This drawback can be reduced by using the Sharingan.

The thing is that when you focus your lightning in your hand, focus on your target to hit them and run at high speed that you have no time to look at your surroundings. The opponent could use this opportunity to attack you.
When you have Sharingan you can see more of your opponent and your surroundings, thus the opponent has less chance of successfully attacking you.

Very good. Since the chakra isn't really focussed it will not kill but only paralyse.
