Well lightning is one of the basic five elements. It's strong against earth because earth is a good conductor (having both minerals and metals in it's composition) increasing the overal piercing ability of the lightning. Also, in nature, lightning is always attracted to earth, as we see in a lightning storm when lightning falls, it always tries to find the shortest route to the ground. As it's strong against earth, it's weak against wind, because air is a good insulator and doesn't conduct lightning very well.
Raiton (or lightning release) has many uses but its a much more attack element than defense or supplementary. By using raiton, a ninja can increase the piercing ability of an attack or to give a paralizing effect to it, or one can build pure lightning constructs like wolves made out of lightning. Its good to use with water, as water can conduct lightning very well, making the use of both a good combo.
In the manga/anime, lightning is best known as the element of some of the primary characters: kakashi, sasuke, kirabi or the raikage are known for their use of lightning. But some other characters have been seen using lightning like one of the anbu who protected konoha from pain during his attack.

Focus your lightning chakra and feel the lightning around you. Become one with the storm xd
Then when you think you focused your chakra enough, use it to create some small static bolts for attack and defense.

*i sit on the ground, legs crossed and hands on my lap. I close my eyes and calm my chakra, as i try to feel for the storm and its lightning. Slowly, after about two or three hours that felt even longer, everytime theres a lightning, my body crackles and feels the energy rush. I become one with the raging storm, as if my chakra itself is lightning crackling and raging inside me. I focus that sharp rough chakra and face my hands palm to eachother as i open my eyes. I release some chakra through them and i create small lightning bolts from one hand to another.*

Good. This jutsu can both be used to shock the opponent and rip through rock. Ripping through rock can be useful if you wish to break the opponent's defence or if he would turn his skin in a more solid form (which actually is a earth jutsu) to cause him harm. This jutsu can, in contradiction to the previous jutsu, be used with a water jutsu to create a powerful water/lightning combo.
Focus your lightning chakra in your hands and create a ball of electrical energy. Then launch it at a tree.

Good. This jutsu is good to use as an attack, but is quite easily to defend from (e.g. with a wind blast or something.)

Good. Like the other electric field jutsus, this one is as well meant for attacking, but it's weakness is water for it will electrify you.

Very good. This jutsu requires handseals and thus takes time. Because you have to summon four great pillars first it gives the opponent time to escape or attack you. Timing is important.
Focus your lightning chakra and send it into the clouds. Then take control of the lightning in the clouds and make it strike on an desired location.
