I just had a crazy idea but what would happen if Nagato used his Gedou Rinne Tensei now as he is a IWR, now would all the other IWR as well as the dead alliance ninja comeback to life or would their living sacrifice be brought back.I was thinking their souls are attached to the bodies if he was able to gain enough free will from Kabuto how would that change the face of the war. It's just a idea ,_(} )

wrong, this counts as a general question/theory. its not a question about something that already happened in the manga or a discussion about future releases.

Those two techniques work differently.
Rinne Tensei actually brings the soul back to life within its own body, essentially bringing the person completely back to life but can only be used on people that died a short time ago, while IWR simply summons the soul into a vessal which can be controlled, the soul can be summoned from any time ago.
