Madara is able to see chakra points, as seen when he was able to see into Gai's 8 Inner Gates and shove his rods into Tobirama and Hashirama's chakra points. So yes, theoretically he could learn it, if a Hyuuga trained him or he copied the form. But he's the only Uchiha that could do it, and only ever displayed that ability when he was using his Rinnegan. Sasuke may have the potential too, if his eyes are on Madara's level.
