Could Tsukuyomi and Limbo be the same dimension?

What if Tsukuyomi drags the victims shadow into the "Shadow Dimension" and the Tsukuyomi user having the advantage of shaping the shadow world to their desires to torture the victim how they like.

I mean it could be possible, seeing how both jutsu's allows the user to see a inverted black and white world. Both dealing with "Sprit Realm" of such.
