I think you may need to re-read my post.

I never said it's a bad thing. I said Shikamaru is smart but he's weak which is why he can't become the Hokage. To think he can beat Naruto and Sasuke who Kishimoto heavily favours over all other characters, is just wrong. I doubt Shika can even keep up with the current Kages unless it's an intelligence stand-off. Their abilities just exceed Shikamaru's shadow jutsus.

That being said, Shikamaru has all the other requirements to become the Hokage. Naruto on the other hand, cannot become Hokage at the current stage. Why? Because he's all strength. He's gotten smarter but not too smart. He's too cocky now and his love life with Sasuke is just out of control.

When will he learn that Sasuke is a international criminal wanted by every nation? I just have this feeling that Kishi will make cliche ending where Naruto will save Sasuke, proving the Raikage wrong and live happily ever after. I hope I'm wrong.

And I dislike the fact that every other character that we have known since the original Naruto other than maybe 2 or 3 except Naruto and Sasuke are just shown to be a weaklings.

She's no weakling. She's known as one of the three Sanins a.k.a legendary ninja. She is the BEST at medical ninjutsu. Do not forget that it was because of her that the Fire Nation won their last war, as mentioned by Jiraiya.

People think she's weak but she saved countless ninjas over the course of Naruto. The storyline would not flow in the same direction as it is if she was not Hokage.

And to answer your question. Yes, she is probably the strongest in Konoha besides Naruto and Kakashi right now.

He beat Hidan after learning how his jutsu work.It took time and preparation for Shikamaru to beat Hidan.If you notice from the first battle between Hidan and Kakuza, if it wasn't for Asuma, shikamaru would have died by Kakuza hands.I like to think that someone with Kage level abilities could take on any of the other Kages with at least the chance to win.What current Kage could Shikamaru defeat with just his shadow jutsu at it's current level.The answer is none.

When Naruto realizes that the Job of the Hokage isn't just leading and protecting the village and actually doing *gasp* paperwork... Who will he turn to?

Shika could be Hokage on the basis that he can protect Konoha not by himself, no but if he has access to the military power he could very well create loads of battle plans to counteract most any threats (I mean it doesn't say to be Hokage you have to protect the village by yourself).

Shika would also be the best choice concerning making diplomatic ties in a realistic sense but Naruto has the Talk no Jutsu for that.

All in all Shika COULD be a Hokage. Will he though? No he won't unless it is forced upon him considering he will do his duty if it is his duty and if he can avoid that paperwork he will avoid that paperwork.
