Well byakugan users know when they are in genjutsu due to the fact that they are sensors, they also have great control over chakra and so should be able to break out of most genjutsu

Neji can not break out of one like tsukuyomi, no he can't, there is not enough time and it is so mentally overwhelming that the person would not be able to think straight in a universe where nothing makes sense.

Neji's best bet is to not make eye contact, he should close his eyes he can see itachi if he does since byuakugan can see through solid objects and he can even see itachi's chakra flow with it, he won't see shuriken though.

If he did say that, which I can't recall, He meant that with his byakugan, He could see Yagura's chakra flow, and realize it was being manipulated..

to put it simply using the information from the manga neji cannot break tsukuyomi since he's not uchiha nor related to itachi (the manga hasn't made clear if you have to be either uchiha or related to itachi to break out of it)itachi says quote " only a sharingan user with the same blood as me can defeat me..." talking about this jutsu

A skilled ninja wouldn't get into tsukuyomi, all you have to do is avoid eye contact.
