Naruto had the power to kill Sasuke before he unlocked his third tomoe. But afterwards, it was decided that Sasuke was the better shinobi (which is why at the end Naruto was the one collapsed on the ground). So like it is with all protagonists in anime, "He could have if he tried immediately".

Nope.naruto was holding nothing back in one tailed cloak..he had reservations about fighting sasuke at the beginning but once he uses the kyuubis chakra his personality shifts.I believe naruto's words were "if you won't come back to the village on your own ill break your bones and drag you back!!!".

Naruto was never intending to seriously hurt Sasuke, only to bring him back. Plus, in the final clash, Sasuke jabbed Naruto in the stomach which took some of the force of the Rasengan out.

I believe he was capable of physically, but did not want to. I also believe that Naruto powered down his last Rasengan in order to leave that symbolic scratch on Sasuke's headband. This is just my opinion though.

After 3rd Tomoe & CS2: Sasuke > Naruto
In between time skip: Sasuke > Naruto
After time skip: Sasuke < Naruto(Naruto would get pounded until 4 tails rage)
After Itachi fight: Sasuke > Naruto
Sage Mode Naruto < MS/Akatsuki Sasuke(Naruto only overwhelmed Pein thanks to the Kyuubi)
