I hope you are refering to Madara with only EMS. Becuase otherwise I am seeing wankery in favour of Raikage, Madara would rape with Rinnegan and his young body. Madara with Rinnegan and young body is above any indiviual Kage, meteor GG. Raikage cant survive it.
