All the kages are super powers however no one compares to the hokages The Fourth and Third being my favs out of them. Gaara takes second and the Raikage (Bee's bro) takes third.

no one trumps the fourth. i prefere the third when he was younger, i don't care if he was more powerful when he was old or not! i'd put raikage above gaara, but yeah, the hokages are overall best (unless all of the raikages are as badass as the fourth (current)). except Tsunade and Danzo. Tsunade's pretty weak, and Danzo is the worst thing that could've happened to the leaf. check my list of ultimate Kage's, and you'll see how much i hate him!

Yeah thats exactly how i feel Tsunades great but you cant even compare her to the other hokages except for gaara and the raikage. If anything their tied for third. Gaara has better leadership than the raikage and insane chakra levels.

tsuchikage has dust release which is amazing i hope he teaches naruto dust release also
the 2nd created impure world ressurection which is one of the best jutsu and he was the best water jutsu user ever and also had space time ninjutsu and the 4th hokage was awesome he had it all speed (even without ftg) then he had space time jutsu and sealing jutsu and then he had awesome ninjutsu considering he created the rasengan which was a good technique till naruto overused it to death and then he was as intelligent as any nara out there
