well ranking depends on the number of post. the more you post the higher the rank. now you have to request training from a sensei and wait till they get accepted. the sensei are the are users with the orange names.

Your rank is determained by the number of post you have. Now as for training you have to make a bio first and you need 50 post to make one. Once you make the bio and it gets approved you go and ask(nicely) a Sensei(the people with orange names) to see if he/she can train you. Most of them perfer if you send them a VM asking them, so don't go making threads asking for training and what not. They will just end up ignoring you.
You can either make a bio about someone from Naruto or you can make a Custom bio, which can be anyone as long as they relate to Narutoverse somehow. Also, if you are going to make a bio on someone from Naruto youhave to make sure you meet the requirments inorder to make that bio.

since i am sannin does that mean i can make up to a sannin level like anyone but a kage right? and probably nagato or madara because that would be too fun

Making the bio is a little hard because you have to make the history of your character be somehow releated to the Narutoverse
If one bio says you have to be at least Sannin to make it then yes you could make it, but some of those bios also come with more than one requirement. I know the Pein and Madara bios do. I will look for the link to those two bios so you can see the requirements if you want.
