well.... i think.... kabuto somehow.... took overall control... of zabuza..... not sure really.

I think the rule for breaking the seal is by satisfying the soul's unfulfilled wishes
eg: Sai's brother was content on seeing the last drawing
Sasori is happy by knoing his art will live on
however zabuza wanted to become a kage and haku wants to be his tool plus kabuto has greater control over them so no idea whats going to release them
