The only way he could beat Sasuke's speed was by using Kurama's chakra (Sasuke was able to intercept Haku but Naruto KN0 was faster than Haku) like in their fight. Sasuke>Naruto, Naruto(no cloak but kyuubi)<Sasuke, Naruto (Kyuubi cloak)>Sasuke, Naruto (cloak)=Sasuke (CM).

Naruto's speed is only impressive when using Kurama but later he learns Sage mode but Sage mode is still inferior to Kurama's speed and power. Sasuke is still faster than Sage Mode Naruto then they became equal when Naruto gained Nine tails chakra mode.

That sums it up Naruto ony surpassed Sasuke in speed when got BM because you will have to be pretty fast to be compared to Minato who uses Instant teleportation while we know Shunshin is high speed teleportation Kakashi has witnessed skilled users of Shunshin for him to be impressed BM Naruto had to be pretty fast.

Genjutsu is actually pretty quick. It instantly nerfs Naruto instantly. Everything else is like a cat (Saauke) playing with a mouse. I don't know how u get the idea that genjutsu takes considerable time :|

naruto was blized, him being fully healthy would have made zero difference esp when he cant keep up with sasukes shunshin.

It makes sense because Naruto had same speed as base Kakashi (who had same speed as base Sasuke)

if sasuke had brought out his sword before he moved naruto would have been struck dead with that bliz but fortunately for him sasuke wanted to question him first.
