Ok I'll go straight to the point. After watching Naruto vs Toneri part of the movie, I humbly say Naruto didn't lose Hagoromo chakra instead it was stolen by Toneri.
But after he lost it, Hinata restored it by giving Naruto Hamura Chakra.

Toneri also tried to steal Naruto's Hamura chakra with is Black Orb thingy but Hinata replenishes his Hamura chakra cloak. And Eventually Toneri got blown up and Naruto got Hagoromo chakra back.

It also confirms Naruto doesn't pocesses Kurama Yang Half considering Kurama is shown fighting something else while Naruto is fighting Toneri.

Conclusion;
Well I could say Naruto is the strongest character on Narutoverse considering he has;
• Hagoromo Chakra,
• Hamura Chakra,
• Senjutsu Chakra,
• Tail Beasts Chakra.
• Ashura Transmigrant.
• Hashirama cells

I agree that Naruto didn't lose Rikudou Senin Mode and that he is the strongest alive. However, be warned of one of the main arguments that opponents may use:

Opponents may argue that the cloak in that video was bijuu sage mode and not rikudou sage mode. This is backed up by the fact that in rikudou mode, Naruto's face is actually supposed to be its original color.

Please address this argument.
