One eyed Madara was not even close to Hagoromo's power. (Stated by himself.) The Shinju is an extension of the Juubi's Jin, meaning that it gives little to no power boost. Not to mention that it was part of the complete Juubi. (The Juubi which Hagoromo held was more complete than the one Madara had.) Hagoromo had better mastery with the Rinnegan and overall jutsu as well. (Most likely)
