If we look at page 12 the long range attack of Itachi was huge. It was made by Susanoo. The tailed beast bomb was huge too. But Narutos's rasen shuriken was small if you see his hand. Is Naruto saving chakra?

That is the point, it seems that Naruto can cause huge damage with a small rasen shuriken(kyuubi mode). He used to make this huge RS in sage mode against pain. It seems that in kyuubi mode his jutsus have a lot more power.

By expanding his chakra he would give it to 9 Tails unwilling. Remember he still has Kage Bunshin's (which divides your chakra) out taking care of the Zetsu clones and still he still needs to conserve his chakra for his fight with Sasuke or Madara. Him using a small Rasen Shuriken in battle is just the fact he is conserving chakra. SRS might be small but packs a punch.
