only those close with connections 2 the raikage are gud ninja. overall they arent tht great. konha is smarter and has more clans with secret jutsus.

but those clan are also connected in a way aswell and kumo probably has more secret techniques then konoha but i agree that konoha are smarter

They'd probably prove a match for Konoha in a fight. Or any other village for that matter. The land of lightning was always a bit hotheaded though, im not sure why they never tried to start anything.

we never kno they probably did try to do something but konoha back in the day was too dangerous to mess with they had the two strongest clans ever and had many other clans they captured.
