I wanna clear up the air a little bit further, because the OP isn't quite as precise as it could be, though for the most part he did a good job.
The fact is WSJ sends out their magazines a few days early, so the retailers can have them up on shelves by release day. What would happen is some stores would be getting the magazine 5 days early, and the owners or whoever would leak them out to people who'd put them up online. It's not like the store is legitimately selling the magazine early, the owner gives it to people secretly and those people are the ones who are putting it online.
Obviously what the government is starting to do is to start changing how the magazines ship, so rather than get it on Tuesday/Wednesday for a release the following Monday, they'll be getting them closer to the release date. At the latest though, I see new chapters come out on Saturday or early Sunday, because they need to give the shop owners enough time to put the stuff on shelves for a Monday release, which would be Sunday night for the western hemisphere, so the talk of a Monday or Tuesday release just doesn't make sense to me. Even if the translators are legitimately getting the magazine the day they arrive, unless it takes many hours to get the scanslations done, I don't see them being released later than Sunday for the western hemisphere, though it might be Monday for those in Europe and Asia. However, the fact is the magazines have to arrive early enough so they'd be available Monday morning, so I see their being leaked at least a full day early.
I'm assuming we'll start getting Friday chapters again, but I'm not sure. I just wanted to go into a bit more detail about all this, though the OP did a pretty good job.
