(And you brought me Itachi) and even the techniques that they use as a clan all require the Sharingan it literally says it in the description. And throwing shuriken is a as you want to claim it a learned ability which means anybody from any Clan can be just as good with it because it is something that can be talked to a individual
Sasuke used the same thing on deidara and kakashi, so it's not only Itachi who has it. There's one in the pre shippuden series but I'm too lazy to find it.

Yeah it's a misconception. You can't use susano'o if you have low chakra reserves. Itachi's problem was his physical energy (stamina). He gets tired too easily even if he still has chakra remaining. I think it's because of his illness.
