Yes to all of those. Stand alone, this technique cannot do damage but using swords/kunai/whatever will allow for it do that just that.
So you basically turn any element into water? What about S&W? Do they lose power? What about Earth? They retain their structure, but is that obligatory? For example, imagine it suits me better to let a sword go through my liquefied sword rather than parry it, can I have that sort of intangibility?
Yes, any element that can be touched. S/W applies if its the opponent's technique. Depends really, since it becomes an A-Rank Water in power. Earth can be turned into water according to S/W if its the opponent's technique. Nope, that can't be done but that it is a good idea o-o. Perhaps I'll add that to the Wind variant I may or may not make.
So, if the water cannot become flexible and intangible, then the sole purpose of this technique is to make any object have Water's chakra elemental S&W?

It will be converted into water if you made it (regardless of rank) and if the opponent made it (as long as its B-Rank or below in power) it will become an A-Rank wall of water.
Size-wise, I'd say anything within reasonable dimensions. I'd stick to five meter by five meter structures but converting a tree into water is reasonable. Tress don't fall under this technique's rule.
Yes, the water can be manipulated for other jutsus. Reshaping the construct ? No idea if that's possible but I'll add it to the list of updates xD.

Your first idea would work brilliantly with Coal. Yep, definitely making these changes.
The tags wouldn't be soaked or ruined. Using Water Replacement and reforming doesn't leave the user or his/her clothes wet. Same with the Hozuki Transformation.
