Well, if, for example, you take a wall of metal, turn it into water, and then manipulate the water into a dragon, when you drop the initial technique, you'll get a metal dragon. You won't be able to control it, but if you had already set it in motion, it will pretty much attack your opponent as normal. Who says a dragon says needles, jets, waves, etc, you throw them towards your opponent and then revert them back to their original material, by then reshaped. Imagine you used this on something strong against water's weakness, then you suddenly revert back something that was supposedly water into something that's strong against what was thrown at you. Of course, the basic weakness of water's weakness is lightning, so it would be hard to find a lightning structure tangible enough to be turned into water, but who knows...It will be converted into water if you made it (regardless of rank) and if the opponent made it (as long as its B-Rank or below in power) it will become an A-Rank wall of water.
Size-wise, I'd say anything within reasonable dimensions. I'd stick to five meter by five meter structures but converting a tree into water is reasonable. Tress don't fall under this technique's rule.
Yes, the water can be manipulated for other jutsus. Reshaping the construct ? No idea if that's possible but I'll add it to the list of updates xD.

The tags wouldn't be soaked or ruined. Using Water Replacement and reforming doesn't leave the user or his/her clothes wet. Same with the Hozuki Transformation.
