Its adhesive and retractive ability allow it to stick to objects and pull them towards the user or it can be used to pull the user towards another person. However its main purpose is to attach to any part of the terrain which is in range and pull the user to the desired location extremely quickly. It can also be used in quick succession to travel from one place to another.

I have a few questions though, if I might?
1. How flexible is this mud tongue? I know it's greatly adherent, but can I actually wrap it around a branch to pull myself, or even hold tight to an opponent, restricting it's movements?
2. How hard/thick/strong is the mud tongue? Say I do wrap it around my opponent, can he simply go through it with strength alone (Assuming he has no extra strength technique)
3 Can I control it's thickness? As in, can I choose to have a dense rope of mud to constrict my opponent, or can I choose a thin but resistant tongue with which I can whip my opponents?
4. How actually adherent is the tongue? Can I shoot it at a kunai or a sword, and sling it to my possession? Can I strike my opponent's hand to make it easier to steal the object?
5. How much liquid is in the mud. As in, will it channel lightning like a water technique, or will it crumble like an earth technique?
6. How fast do you spit the tongue? Can it be made to resemble a bullet? An arrow? A throwing kunai?
7. How many times can I create and shoot the tongue? In one turn? Throughout the duration of the 3 turns? Does it spend chakra every time? How much?
1) Its flexible enough to do both of these things. The tongue simply coils around the branch/person with the adhesiveness of it making sure it remains on whatever it comes into contact with. At most the technique can constrict movement, but not tightly enough to kill unless you somehow wrap it around your opponent's neck.
2) No, the tongue itself if used for this purpose would need to be broken by means other than freeform. Even trying to "break" the tongue would prove to be useless since its not a conventional rope, but something which remains on contact.
3) I've never actually considered using the jutsu like this. The beauty of ambiguity is that you can control both the size and thickness of the tongue since the jutsu doesn't define it for you.
4) Yes, you would be able to do this if the opponent throws a kunai/shuriken or a similar object towards you. As for your own ninja tools, in order to reach them in time, the tongue would need already be created. As for stealing weapons, it would be best suited using this for short range since it leaves little to no time for the opponent to react.
5) The tongue is composed entirely of mud, almost all of it being liquid. If mud is capable of channeling lighting, then yes it would conduct electricity, otherwise it would neither crumble nor conduct.
6) Its comparable most to a kunai and can be shot towards the opponent. It would need to be stated that the user expels it on creation, meaning it doesn't remain stationary for even a second.
7) There is a one-time chakra cost in creating the tongue. Once created, think of it as an additional limb which can be used as many times as you want without any repercussions.
1) Given it's conductibility, it makes us susceptible to lightning jutsus. Can we break the contact with the the tongue whenever we please, simply dropping it down?
2) Say I make a somewhat thick tongue of mud, would I be able to slam it on someone and break a few bones? Nothing too fancy, just comparable to really heavy ship rope.
3) Since it is mainly mud, can we control the thickness of the tongue after it has been created, based on it's fluidity?
1) Cancelling the jutsu should mean this is possible, but don't rely on it. I'll update this CJ soon to edit in these details.
2) Depending on your description using it in this way would be possible. Attaching it to an opponent and slamming them onto the ground from a raised height would have this effect, but simply slamming the tongue into them wouldn't be enough for bone-breaking power.
3) No, changing its fluidity after creation would count as another use of the technique. I would recommend making the original tongue to fit the needs of whatever you intend to use it for.
A thick tongue for using it against the opponent or a thin one to rappel around the terrain.

1) Unless under the effect of technique that increases reflexes or increases arm/body speed. They can also retrieve it with a technique that reaches higher than their arm (if they start it as soon as they notice the kunai is off), for example, if someone lower than Sannin were to use the Slime Ensnaring Technique
2) It can fly up to short-range from the target. So if we had to put a number in it, say half a dozen meters. But as it is only restricted by the general term "short range" it's actual distance is variable.
Usages of the technique:
1) The main and most obvious use is removing a weapon from a Kenjutsu user, a Jiton user or something similar.
2) Could be used against Fuuinjutsu users by projecting their scrolls away from them
3) Could be used when the opponent is holding on something on the terrain to keep their balance/foothold e.g. Gripping onto a branch high off the ground
1) If someone is getting bonus from holding a weapon, this jutsu strips them (even if only momentarily). This is particularly strong against one-time usage techniques.
2) Interrupt handseals, to gain time, for example (especially if you're fighting tag team)
3) Launch the object they're holding towards them, for example (Watch out, they might argue because the description says outwards). What they can't argue, though, is if the object is projected outwards (sideways) against one of their allies, for example.

Whilst doing this, the water will take on a very dense, viscous and adhesive quality similar to that of Water Release: Starch Syrup Capture Field. The resulting effect of this forced absorption of moisture will cause the affected substance to gorge and inflate to an incredible size, but also become so heavy that it can no longer move, remain airborne or even be manipulated in the slightest. To signify this, the affected material will begin oozing out adhesive water from its openings, almost overflowing due to the great amount of sticky water its been forced to absorb e.g. Clay creatures will be "drooling" adhesive water from their mouths. This technique will have varying effects on different elements e.g. Paper will become too heavy/sticky and will begin to cling to other sheets of paper, Sand will become almost impossible to control/manipulate, Clay will become incapable of detonation and etc. However since the basis of this technique relies on water absorption, the user will be physically incapable of using it on metal or crystal-based elements. Furthermore, the affected material/element must be completely in solid form and not partially e.g. cannot effect Mud, Lava and similar solid-like liquids.

1. What is the Rank to Rank ratio when dealing with Deidara's Clay techniques? Does it count as an Earth jutsu, thus it can only counter Clay techniques 1 rank bellow?
2. What's the relationship of this technique with elements that are normally empowered by the absorption of water? For example, Wood and Mushroom, would they still be manipulatable? In those cases, it is good to remind they have elemental advantage over water, same as Earth.
3. Can I use the elemental strength of Earth/Wood/Mushroom etc, to make my projectiles stronger, using a direct ratio? Let me explain, if I use Earth/Mushroom projectile techniques of S rank, and then use this technique (Thus the Earth/Mushroom would have elemental advantage over the Bloated Pig), would the projectiles gain the added inflation and heaviness, but still be powerful enough to continue their flight and even be manipulatable still?
4. Case I happen to trap my opponent in a Paper/Clay/Sand/Earth technique, tight fit, and then I perform this jutsu, what would be the max damage, you say? All bones broken? Liquefied body? I guess, main question is, what is the strength of the inflated objects?
5. How many objects can I infuse with water in a single usage? Can I direct the water to my opponent's pouch/clothes and neutralize all his paper bomb tags and fuuin seals? Case my opponent uses Shuriken Shadow Clone Technique on a paper tag, creating a hundred of them, can I infuse all of them in a single usage?
5.1 Case I bloat my opponent's cloth, would they be tightly trapped? Prevent motion and all that? Or even break/dislodge some bones?
6. Can I selectively bloat objects? Like, 5 clay birds come at me, can I bloat just one? Or can I bloat just the wings?
7. Can I bloat people or summons? What would be the effects?

1) Deidara's Clay techniques are weak to water, so it will actually effect one rank and above.
2) This sort of absorption of water instead has detrimental effects. Whilst the element would still grow to a larger size than before, the quantity of sticky water its been forced to absorb means it'll no longer be capable of fluid movement/manipulation. That being said, this technique will neutralize A-Rank and below Wood/Mushroom techniques.
3) That's actually a very interesting point you raise. With Scorp's added note on the technique, its sort of opened up a whole new range of possibilities to explore with this technique. My answer is yes. Granted your projectiles will become more sluggish in their movement, but they won't be stopped entirely due to the technique respecting all elemental strengths and weaknesses.
4) I imagine the technique to expand outwards, so I don't see the opponent being crushed by this effect. However, the sticky water will seep and ooze through the material, immediately connecting with the opponent's body and so firmly bind them to the element in direct contact with their body. This is a useful measure against Earth Armours and similar jutsus, since you can prevent them from shedding the armour whilst also severely restricting their mobility.
5) Per usage, I would stick to affecting one object. For the paper tag scenario, it would only affect one of them. The way I worded the technique, I sort of set myself up for this, since I only refer to singularities.
6) Yes, you can bloat one and you can target any location(s) on its body.
7) Nope, you can't affect people/summon's bodies directly. Like you correctly said though, it can affect any clothes/techniques they're wearing.

If eye contact is made with the opponent, a beam of lightning is shot to pierce the opponent's eyes. The beam is virtually untrackable, due to an optical illusion: Since the beam travels straight forward, all the opponent see are the glowing eyes. Only experienced doujutsu users or chakra sensors (Sage rank), will be able to notice the slight increase of chakra/glow as the beam is being shot, and as such are able to respond correctly.. In the case the opponent notices, it is easily blockable, for if it it's anything other then soft tissue (I.e. Eyes) the max it can do is leave 2 small wounds.

Once mutual eye contact is made, a straight moving lightning bolt will be released from the user's eyes towards their foe's eyes. Due to the lightning bolt's linear forward movement, the optical illusion created by this technique means its almost unnoticeable to perceive what happened with just the naked eye.
Safe to say, this jutsu is useful in determining what type of person your opponent is. Be it, a skilful rper, a meta gamer or a noob xD

1. The light does not necessarily "flash" your opponent. If you're looking directly to an opponent's eyes, the first reaction is not to close and shield your eyes, unless your opponent has his pupils overly dilated (Attraction, Darkness in the surroundings, specific jutsu, etc).
2. You can use this jutsu to illuminate your path, sort of like a bellow-average flashlight. It's quite useful in dark places.
3. The beams can be used to pierce through eye-lids and hit the eye to the same effect. It can also be used to slice through exposed/bulging veins/arteries, and, technically, as a spark to ignite some volatile substance, but it's not that useful of an usage. xD
As for your question: It was made so that you can use any jutsu you want. But recently this has been frowned upon (Not this in particular, but similar situations), due to the whole Yin and Yang fiasco. So, to play it safe, deactivate it before using something else, or don't use other elemental chakras other than Lightning. But you should be fine.
