Yes, it is a burst of chakra, so it can release you from genjutsu one rank bellow S (A rank). As for restrictions:

For the next 2 turns, you can't use any jutsu above S rank (Forbidden).
In the following turn, you can't use jutsu above A rank (S and Forbidden) nor use any Summoning technique (Kuchiyose no Jutsu)

Description: After the user performs a string of three (3) handseals, he will put his opponent into a very powerful genjutsu that will trick his mind into an opioid withdrawal state, also known as detox. The effects of this genjutsu span over three (3) turns and if the opponent doesn't release from it, he will be left completely drained of strength and with no will to continue the battle. There are physical and psychological symptoms of withdrawal that affect the body, for the duration of the genjutsu. In the first turn of the genjutsu, the opponent will start feeling slight tremors, chills, itches and cramps in his muscles, all over his body. He will also feel dizziness and nausea. In the second turn he will start feeling more severe effects like, increased perspiration (sweating), tachycardia (increased heart rate) and general weakness all over his body. Regarding psychological symptoms he will start feeling anxiety, depression and paranoia. If the opponent doesn't release the genjutsu by then, he will enter the last stage of the genjutsu where he will experience extreme muscle and bone pain, followed by RLS (restless legs syndrome) which causes the body to shake uncontrollably. On the psychological side, the opponent will be completely overwhelmed and left without any will to continue battling and only wanting the pain to go away, crying for help. Using another genjutsu on the opponent, while this martyr genjutsu is active will dispel it because it requires precise and delicate chakra control in order to provoke such symptoms on the opponents brain.

All. His mind gets tricked into the state where he feels all of them. Due to the illusion on his mind, his body starts thinking that everything happens in reality and it starts reacting accordingly, actually translating everything into reality.

So, sweating, shaking, all that happens?
Yeah. Any problems with that? I believe you're asking because the opponent may notice it's a genjutsu? He probably will, but he will have problems releasing from it, and when he attempts to, he's more or less dead if you do what you're supposed to, next.

No, I'm asking to make sure I understand everything about the genjutsu, and when to use it. If my opponent is sweating, it means more moisture in his skin, and it means bigger and better mushrooms can grow in it. Also, since the effects are organism responses to a biological disturb, they're perfect with my mushroom release, as I am a Biological Warfare Kunoichi, and makes it so people can't just jump to the assumption it's a genjutsu xD

No, I'm asking to make sure I understand everything about the genjutsu, and when to use it. Description: The user focuses chakra on the tip of his finger and produces a thin thread of water, nearly invisible to the naked eye, before shooting it in any direction, at the speed of an arrow. The thread itself has the flexibility of water, and can curve and bend at wish. Once it reaches a target, it is able to pierce through clothes and skin, connecting the user's finger to the target, at which point the user releases a powerful current of lightning, which is able to paralyze the opponent completely frozen, for 2 turns. Depending on the area struck, the opponent can even loose consciousness (head) or have difficulty breathing (chest). After contact is made, through what seems like a vaccine sting, the lightning reaches up Mid-Range ( 15m ) in half a second.
Likewise, the user is able to create a net made of water strings, covering an area of 2 meters radius, anywhere short range from the user. Using the same principle as above, the user can send a current though the strings in order to shock the opponent and paralyze him for 1 turn.
*The jutsu ends once the lightning is released
*The chakra natures are divided unevenly, with the lightning part being considered as B rank, and the water part being considered as C rank
*The laid down threads last 2 turns, in case the lightning is not triggered
*No other jutsu can be done while the thread is active
*Cannot use Lightning jutsus above S rank for 2 turns
*Cannot be used again for 4 turns after it is used

Even though it seems like an offensive technique, other than paralyzing the opponent and giving us the upper hand, it doesn't deal any damage, so I'd rather classify it as supplementary.

Is says that after contact is made, it reaches mid range in half second. Does this mean it reaches long in a second or doesn't it reach long at all? The laid down threads last 2 turns but how long does the shot string last?

It had a damage, as it would befit having a powerful current run through your body, but it was taken down. It classifies better as a Supplementary now.

As for the speed, the thread moves at an arrow speed, while the net, multiple treads coming from the tip of your fingers, move themselves at arrow speed each, making the deployment of the trap very quick. The lightning moves exactly at 30m/s. It can reach up to anyplace the string reaches, which is long range. If we place the limits of long range at 100 meters, that's what it reaches. It can't reach a kilometer though... it's a bit too much. But within reason.

The water thread lasts 2 turns. The turn is used and a second turn. You can run the lightning at any point of those turns, without any extra cost, Jutsu or Chakra-wise. If you do not, the water vanishes and the jutsu breaks. You spend full chakra cost.

This frequency has, specifically, 5Hz because of its unique effects on the human body. Because of its short frequency it causes exhaustion, shortness of breath and even nausea for a short period of time. It happens because it affects the opponents lungs and causes the air to rapidly and intensively move in and out, distupting his regular breathing patterns, which in return jumpstarts all the other effects.
Note: Effects last for 1 turn
Note: Can only be used twice per battle
Note: Only McRazor can teach this

Simple and awesome. You perform a sound and hum a sound that has a very low frequency which can't be heard by the opponent. However, he will feel the effects immediately. The sound causes the air in his lungs to vibrate rapidly which forces all the tiny molecules of air out of the lung and preventing it to be transferred into the bloodstream. This causes the opponent to feel dizzy and exhausted as well as nauseated for a turn. It doesn't really have a clarification on the strength of the effects in terms of preventing certain skills but everyone will agree that dizziness and exhaustion will prevent you from performing a long sequences of handseals and very complex jutsus.

1. Can I use other techniques while humming? Like an Earth technique, or maybe spat techniques like wind/water?
2. Does my opponent see me moving my lips?

1) The hum is very short, a second at most so you have time to perform other techniques afterwards.
2) You're humming through your nose, with your lips closed so he doesn't see anything other than the handseal but since he can't see nor hear the soundwave he can wonder whether it's genjutsu or something else.
3) Yeah this will effectively disrupt all techniques that require the opponent to inhale in order to release the technique.
4) Only a certain human target. And you're not affected since the sound moves away from you.
