Unfortunately, sealing Gaara's tenketsu will not stop his sand defense from forming around him, it can act independent of his will. He can still use 64 heavenly palms to HURT Gaara, but it wont do lasting damage to his defense. (IMO Neji wouldn't be close enough to use it at any rate, Sasuke and Lee had to be moving at thei TOP speeds to get around the sand. It was even said that we don't know how long Sasuke would have been able to keep that speed up in the chuunin exams

That's true, Gaara's defense usually outlasts anyone elses' chakra. Lee and Sasuke both ran out of chakra against Gaara which is the reason they lost. Even Naruto ran out of chakra after fighting Gaara. The only way Neji can win is to forget about defense and using his rotations, just use whatever speed/tai skills he has to get past the sand defenses and get close enough for the 64 strikes. I think that on top of the absolute defense, you have Gaara's regular skills with the sand which he has been shown to use very strategically to destroy his opponent. It will take lots of work but it is possible for Neji. Still think Gaara most likely wins.

I will also agree with this point.
