However there are some exceptions depending on whether the effort or skill shown by a particular shinobi is worthy of a Chunin, even if they lose a fight. For example, Shikamaru forfeited but he was promoted to Chunin for his display of intellect during his battle.

The pick the chunnin depending I the fight. If the fight isn't good like as in skill good maybe no one will graduate. But if every fight is amazing everyone can graduate. And the place is either chosen or picked randomly.
