question 1:when the chunin exams take place whats the number of chunin that can graduate?

no set number it comes down to who pass's the 3 test

no, in the anime / amv the one 3 years later happen in the sand

The pick the chunnin depending I the fight. If the fight isn't good like as in skill good maybe no one will graduate. But if every fight is amazing everyone can graduate. And the place is either chosen or picked randomly.
