Actually no, A small amount of chakra from a half dead neji was able to swat a healthy CM2 Kido off a tree givin internal damage, That same half dead kid was able to dash the distance of 50m before kido was even aware of his presence

Neji has too much.

First off the expansion jutsu would have not effect because at this starting range Neji would be able to cut off his chakra.

The butterfly punch wouldnt be able to even start due to the fact that choji would need to consume not 1, not 2, but three seperate pills that might I add cause extreme pain to the body.

Neji could also negate it with a well timed rotation anyways.

Neji wins with low-to-medium difficulty.

All Chouji needs to do is clap his hands and then he transforms. Pretty sure Neji isn't blitzing before Chouji claps his hands.
