Minato studied Bijuu and made a Jutsu based off of Bijuu Bombs called Rasengan.
Minato tried to Teach Kakashi Rasengan.
Kakashi mastered it, but added his own Lightning chakra into it to make Lightning Blade.
Then Kakashi made a weaker version of his Lightning Blade and called it Chidori.

He finally chose to give that Jutsu to Sasuke.
So in conclusion, Sasuke's all-time signature move is just a nerfed version of Naruto's signature move.[SUB]

Did you not read the part where Kakashi said he failed to add lightning to the Rasengan so he made the chidori instead. Chidori is focus chakra in the palm then added lightning chakra, the basis of it is completely different than the Rasengan or tbb.
