Minato studied Bijuu and made a Jutsu based off of Bijuu Bombs called Rasengan.
Minato tried to Teach Kakashi Rasengan.
Kakashi mastered it, but tried to add his own Lightning chakra into it but failed.
He eventually made Lightning Blade.
Then Kakashi made a weaker version of his Lightning Blade and called it Chidori.

He finally chose to give that Jutsu to Sasuke.
So in conclusion, Sasuke's all-time signature move is just a nerfed version of Naruto's signature move.[SUB]

Raikari =/= Chidori.
Lightning Blade is a S-Rank Jutsu while Chidori is a B-Ranked Jutsu.

Rasengan is mastering shape manipulation
Chidori isn't rasengan with lightning element
