Lower left panel he says he finally got his eye power back after doing a few amenos during the Madara and Kaguya fight. No portals here so what was taking his eyes powers?

His ameno has limits and needs recharging and this has nothing to do with his tomoes.

Is it in Naruto shippuden or Boruto: Naruto next generation?

If it is in Boruto than it's because he came from a far away place and came back, not from ameno.

I personally put it up to movie inconsistency or it may be that as he gains more experience with the Rinnegan it doesn't require as much chakra as before. According to the movie he didnt lose any tomoe when he used Portals or Ameno. The movie takes place after Gaiden so experience probably allowed him to overcome that weakness

He can still use Ameno after losing all tomoes. He couldn't use his Susanoo or his MS techniques. Make of that what you will.

That was when he was inexperienced. In Gaiden in the manga he used Ameno with no tomoes.

They're about equal, but if the other didn't power it up enough then the other could lose in a clash, assuming they wouldn't go all out and tragically lose their arms again. But all I can argue in favor of, is that Sasuke has the teleportation advantage, which means he can easily create a subterfuge. Naruto could run into Sasuke with his handheld Rasengan, only that Sasuke to be a mere clone and the real Sasuke is waiting until that moment his guard is down (the smoke could be used for swapping places). What happens next would be reminiscent of how the Hashirama vs Madara fight panned out.

His portal opening speed is kinda slow compared to what kamui could do, he’d be better off opening a portal and ameno’ing Someone in there than trying to open a portal as chidori hits

True Good Thread. Rinne Sharingan and The Rinnegan ST's are different. The Rinnegan give Short Space Travel because he's using Amenotijikara, The Rinne Sharingan give Long Range Inter Dimensional Travel allowing him connect to Foreign Dimension's of Kaguya.

It's a proven fact this ST could applied to Susanoo's Weapons. Kamui, Enton, Amaterasu, have been officially applyed to The Susan'oo. The Object'd be warped to the short distance if teleported by The Rinnegan, The Object would warp to the Interior Dimension's anywhere located in this World, when transported by The Rinnesharingan.
