Chidori is useless without Sharingan?

You could say Sasuke can move at a slower pace, which wouldnt have the need for Sharingan, but wont be as much effective. Since we have seen Kakashi's Raikiri pierce through Haku's body at a great speed.

but what i don't understand is if the chidori came from the rasengan why doesn't the rasengan require a sharingan
Because the chidori requires speed, the rasengan has its own speed. consider the fact that all of the chakra is constantly spinning in every direction possible, thats enough speed so that even at close range its incredibly powerful. also, chidori isn't completely useless, Sasuke blew a hole through naruto's chest from 2 feet away at the VotE fight

I can agree to most of what you said. The speed from the Rasengan comes from its constant rotation and releases it all in one burst when it strikes, where as the chidori has no speed on its on. its like a really sharp sword, it you just press it up against something, yes it will cut it, but it wont do as even close to the same damage as it would if you thrusted it. As for the VotE fight, sasuke still had to thrust it into naruto, or there was still speed needed!

the other drawback to go at a slow pace is that chidori is not a self contained attack, the jutsu continues to use the caster chakra until its used. so the slow he went, the more chakra it would consume. its one of the reason while for short range, the rasengan is the winner becuae once you have completed the jutsu it no longer consumes chakra, naruto could form one and hold it all day without any more drain on his chakra! its a constant rotation of a set amount of chakra

I never heard that Chidori was useless without Sharingan. The thing is that without Sharingan, the user can be so fast that he doesn't notice the opponent counter in time, it doesn't mean that chidori is useless. You can still use it with combinations

It depend how you use it,you can use it as rasengan with lower speed to not get a counter .

It's not useless since a blind Sasuke was able to use it perfectly vs Naruto.

I was under the impression that the usage of "chidori" some how requires/ or forces one to move at speeds much greater than what their physical reactions can handle .
Therefore a reflex boost (sharingan ) would be needed in order to aid the user to effectively use it .

And the Raikages are able to use chidori like jutsu because their "reaction speed" is already amped up by Raiton no Yoroi.

Chidori works best as a high speed attack, and when you're moving that fast you go through something called tunnel vision, which means you can't see from your peripheral vision as well or not at all. Thats why minato said it was an incomplete jutsu. Sharingan is a superior eye allowing you to keep track and have a better attention span while moving at that speed, and thats why only someone with an Dojutsu like Sharingan or Byakugan user could do it.

Rasengan is just shapen manipulation and I've never heard of a super running at high speeds to use it.
