Minato stated that Chidori has many drawbacks for Kakashi, and told Kakashi not to use it.

The reason is that when using Chidori you are holding a high concentrated lighting chakra in your hand, making you blitz fast as well.

Now when you move fast with this jutsu, keep in mind you can only go 1 direction, if enemy side steps, ITS OVER! You are good as dead.

But thanks to Sharingan one is able to track your opponents movements, knowing there next steps takes makes this jutsu hit its home.

High Class users can use such type and level of jutsu without needing Sharingan to track movements.
Specifically speaking about the 3rd Raikage here.

So, is Chidori useless without having Sharingan?

Wait it was mainly because Kakashi was a boy, it would of been less of a risk if he was in his 20's. He was not skilled enough to react if the enemy is going to counter because he is going to fast. The sharingan helped alot though and he was able to use it at his young age.

Kakashi still managed to take out 18 out of the 20 shadow clones without the sharingan.

Sasuke has drawbacks without Sharingan, remember that fight Deidara? He needed Sharingan there.
Huh what drawbacks does his variations have?. He used sharigan because he has it. His variations of chidori stream and chidori blade/current etc. are without the risk of being blide sided. Regular chidori is the only one with a drawback of being blide sided.

The drawback to chidori is that for it to be effective, the attack must be done at very high speeds and must be done in a staight line, this make the attack very predictable and easy to dodge. The other drawback is that due to the speed it must be done at, the user is unable to react to a counter attack. The reason the shariingan makes up for these drawback is that the sharingan takes in every detail, regardless of how fast the user is moving and thus you can predict you opponent and counter appropriately.

saw someone mention Rasengan. while they are both short ranged attacks, The rasengan does not need require high speeds and also does not require as much attention to deatil as chidori. Chidori to put it simply is a thrust, while the rasengan is more of a rotating push
