Just because when they clash directly they tie doesn´t mean they are equal. Rasengan did way greater damage to that water barrel than chidori showing its destruction superiority.

Axe would cause greatter damage to wooden log than sword would but if they clash against each other none of them would prevail.Rasengan does more damage to objects than Chidori but in direct clash they are equal.
