Well, I would have to say shadow clones and techs that can take your soul by contact. For example, Gedo Mazo's phantom dragon and Human Path's technique. Whatcha think?

But people can only be born with a lot of chakra, so that's unfair. All Uzumaki automatically gets crap loads of chakra

Mainly, FTG and all forms of Sharingan/MS/EMS Abilities are the "Cheapest" techniques to me. Rinnegan is a maybe and also Edo Tensei.

i agree with the first statement. most techniques are fair. it takes a long time to learn or a lot of chakra to use the best techs, and the unfair things (how the hell does sasuke have that much chakra in the 5 kage summit arc? and how the HELL does sakura survive sasori?) are just for plot...

edo is the only really unfair one as kabuto has said, no risk, freakishly high reward.
