Characters who had potential but were forgotten since the start of Shippuden (Part 1)

Of those you listed, Anko by far. She deserved a lot more development. She had such potential but none of it was followed up on. Now, I wish Orochimaru had killed her when they fought in the Forest of Death. At least, that would have been a nice twist.
Developing her would have been easy, have her as the captain of Team 7 in the Sasuke and Sai Arc. Yamato hasn't really contributed anything to the plot other than introducing wood style, and he's not that complex of a character either. He should have been a supporting character at best. Anko would have been a better character to develop.

You forget Hayate!

He was probably the single most trolled character. He drops down from a significant height, having speed momentum and force, and I'm to believe just this once the freaking Flak Jacket was useful?! ESPECIALLY when only a few chapters later we are throwing kunai into them and it freaking kills people.


He and Genma were my favorite of the Jounin esque characters....well ties with the Team Leaders.
